These Implementation Rules are formulated by the Ministry of Commerce in accordance with the Measures for the Administration of Central Meat Reserves. The Implementation Rules consist of 65 Articles divided into 11 Chapters. Enterprises must meet specific qualifications for storage and processing, including health certificates, capacity standards, and quality management systems. Separate qualifications are required for live livestock reserves and frozen meat reserves. Livestock reserves shall be prioritized in major animal production areas and disease-free zones. Frozen reserves shall be allocated near major cities or minority areas (for halal products). Regular monitoring and inspection on inventory levels, quality, and compliance shall be carried out.
