The Twelfth Development Plan covers the first five-year period of the long-term development strategy. Its purposes are raising the international position of Türkiye and increasing welfare by ensuring economic and social development grounded on the core values and expectations. The objectives of the Plan are: (I) stable growth, strong economy; (II) competitive production with green and digital transformation; (III) qualified people, strong family, healthy society; (IV) disaster resilient living areas, sustainable environment; and (V) democratic good governance based on justice. Regulatory frameworks will be implemented to minimize the costs of combating climate change to the economy and to maximize the opportunities brought by green transformation with digital transformation, in line with net zero emission targets. National carbon pricing mechanisms will be established to maintain and improve competitiveness in foreign trade, and an Emissions Trading System (ETS) in line with the EU will be put into practice as a priority. Large-scale and innovative investments focusing on technology, green and digital transformation will be supported. Long-term financing opportunities, especially the credit guarantee mechanism, will be developed for renewable energy and energy efficiency projects. The technology and infrastructure investments will be supported in the energy, manufacturing industry, transport and agriculture sectors in line with the 2053 net zero emission targets. Agricultural development will be achieved through: (i) the integration of the economic, social and environmental dimensions of production; (ii) a high level of technology use and productivity; (iii) an organized and competitive structure; (iv) planned production regarding supply-demand balance; (v) effective and sustainable use of natural resources. A production structure that ensures food supply security, increases productivity and is resilient to risks will be established in the agriculture sector within a structure with a higher level of interaction with industry. Agricultural information system and Agricultural Producer Registration System will be improved and a comprehensive agricultural inventory will be established through an agricultural census. The protection, sustainable use and effective management of agricultural lands will be ensured. Yield and quality in animal production will be increased, pasture rehabilitation activities will be accelerated to reduce costs of feed. This Plan addresses increased production of sheep, goats, meat, milk, cattle, poultry, and honey. Food safety will be achieved through the efficiency of food inspection and increased services for combating plant and animal disease and pests. Good agricultural practices and organic agriculture will be supported to increase product safety and contribute to the sustainable use of natural resources. Modern irrigation systems will be expanded to provide water saving for efficient use of water in agriculture. Efficiency will be increased in agricultural research, training and extension activities. The coverage of the social security system will be expanded. Special social insurance programs will be created for groups such as low-income tradesmen, artisans, farmers and seasonal workers. The resilience of forests to climate change will be increased and management plans will be developed to increase the sink functions of forests. The contribution of forests to the health, food, tourism and energy sectors will be increased by combating disasters, drought and desertification, improving ecosystem services and balancing land degradation. Voluntary carbon market and green certification practices related to forestry will be developed. The longest possible use of forest products within the framework of the circular economy will be promoted, and reuse and recycling will be encouraged. Environmental management will be strengthened in a sustainable manner. A climate resilient transition towards a low-carbon economy will be ensured. An integrated disaster management approach which includes disaster risk reduction and preparedness before disasters, minimization of losses and damage through effective response during disasters, and recovery and improved reconstruction after disasters, is adopted. Integrated early warning and forecasting systems will be established according to hazard types at national and regional scale. The resilience to climate change will be increased through training and awareness raising activities on extreme weather events, desertification, erosion, water and soil protection. Responsible consumption behaviors will be promoted with the purposes of saving energy and water, reducing waste, using durable and sustainable products, recycling, purchasing second-hand products, and promoting walking, cycling and public transportation. The Plan also sets out targets to achieve rural development. Poverty will be reduced by ensuring that the wealth generated by economic growth is fairly distributed among all segments of society. This involves developing and fully utilizing human capital potential, improving income distribution, increasing employment opportunities, addressing the needs of special groups such as children, youth, women, people with disability, and the elderly through tailored policies, and enhancing and expanding social assistance and services to raise the overall quality of life.
