This Regulation lays down matters related to the establishment of the National Water Board, basin water boards and provincial water boards, as well as their duties and working procedures and principles. The duties and authorities of the National Water Board are as follows: (I) to develop short and long-term plans, policies and strategies regarding water supply based on the water-food-energy-ecosystem relationship in urban and rural areas, (II) to make recommendations regarding measures to be taken and policies to be implemented regarding the sustainable management of water resources, (III) to make decisions regarding the solution of problems encountered in the implementation of plans regarding the protection of the quality and quantity of water resources, (IV) to make decisions regarding the effective and efficient use of public resources in order to prioritize and implement measures determined in plans regarding the protection and improvement of water resources, (V) to make decisions regarding the balance of supply and demand in water allocation and sectoral water sharing, (VI) to evaluate and decide on the supply and demand for water, (VII) to decide on the national water plan, basin-scale management plans, water efficiency provincial plans and drinking and utility water safety plans.
