Ghana Standards Authority Act, 2022 (Act 1078).

This Act establishes the legal framework for the Ghana Standards Authority (GSA), detailing its governance, administration, and financial management. It outlines the structure of the Authority, including the appointment of staff, the establishment of divisions, regional and district offices, and an Internal Audit Unit. The Act grants the Authority financial autonomy by defining its funding sources, borrowing powers, and requirements for maintaining accounts and audits. Additionally, it mandates the preparation of annual reports and exempts the Authority from certain taxes. Governance provisions include the roles and responsibilities of various administrative bodies within the GSA to ensure effective regulation and enforcement of standards across different sectors. The Act further focuses on the development and enforcement of national standards, particularly in areas such as food safety, environmental protection, and trade metrology. It provides guidelines for standard specifications, conformity assessment, and the issuance of licenses and certificates for compliance. The Act establishes a regulatory framework for inspectors, defining their duties, powers of entry, and authority to seize non-compliant products. It also addresses metrology, setting requirements for weights, measures, and calibration standards to ensure accuracy in trade, industry, health, and environmental safety. Provisions on offences and penalties help deter fraud, forgery, and obstruction of inspectors, reinforcing the GSA’s role in maintaining quality and safety standards nationwide.
