This Law regulates the protection and preservation of nature, biological, geological and landscape diversity as part of the environment. Nature, as a good of general interest for the Republika Srpska, enjoys special protection. The provisions of the regulations governing the protection of water, air, forests and other elements of the environment shall apply to issues in the field of nature protection that are not regulated by this Law. The law regulating general administrative procedure shall apply to issues of administrative procedure that are not regulated by this Law. The collection of republican administrative fees for the issuance of administrative acts adopted on the basis of this Law shall be carried out in accordance with the law regulating administrative fees. The text is divided into thirteen main thematic Chapters and a total of 116 articles. Titles of these Chapters are as follows: I. General provisions; II. Planning and organization of nature protection; III. Use of natural resources and space; IV. Conservation of biodiversity; V. Preservation of geodiversity; VI. Protected natural asset; VII. Conditions for cross-border trade in wildlife; VIII. Nature protection monitoring and information system; IX. Access to information and public participation; X. Nature protection financing; XI. Supervision; XII. Penalty measures; and XIII. Transitional and final provisions. The goals and tasks of nature protection are: 1) protection, preservation and improvement of biological (genetic, species and ecosystem), geological and landscape diversity; 2) harmonization of human activities, economic and social development plans, programs, foundations and projects with the sustainable use of renewable and non-renewable natural resources and long-term preservation of natural ecosystems and natural balance; 3) sustainable use and management of natural resources and goods, ensuring their function while preserving natural values and the balance of natural ecosystems; 4) timely prevention of human activities and activities that may lead to permanent impoverishment of biological, geological and landscape diversity, as well as disturbances with negative consequences in nature; 5) determination and monitoring of the state of nature; 6) improvement of the state of disturbed parts of nature and landscapes; 7) strengthening the resilience of biological, Nature protection is carried out by preserving biological, geological and landscape diversity, and by protecting natural assets, namely: 1) by determining and assessing the state of nature; 2) by implementing nature protection measures, and in particular measures that ensure the maintenance or restoration of the state of conservation of natural habitat types and wild species; 3) by implementing measures that ensure the conservation of all species of birds and their habitats that occur naturally on the territory of the Republic of Srpska; 4) by preparing reports on the state of nature and implementing strategies, plans, programs and other documents prescribed by this Law; 5) by declaring protected natural assets; 6) by establishing a system for managing nature and protected natural assets; 7) by implementing measures to strengthen the resilience of biological, geological and landscape diversity on the impacts of climate change; 8) connecting and harmonizing the nature protection system of the Republika Srpska with the international nature protection system; 9) informing the public about the state of nature and public participation in decision-making on nature protection; 10) encouraging and promoting nature protection, developing awareness of the need for nature protection in the process of upbringing and education; 11) encouraging scientific and professional work in the field of nature protection, and dialogue between the scientific community and decision-makers; 12) encouraging cross-border cooperation in research for the purpose of preserving landscape features, preserving ecological network areas, and preserving and sustainable use of wild species; 13) establishing activities to monitor the state prescribed by this law. geological and landscape diversity to the impacts of climate change.
