The National Strategy for Development (NDS) 2025-2044 in Mozambique focuses on transforming the economy to improve livelihoods and increase national production. This strategy is implemented through five-year government programmes. It aims to build a middle-income society where equity, security, and well-being are guaranteed, with sustainability and competitiveness as priorities. The strategy promotes human, economic, and environmental development through integrated policies and actions. The Strategy's main objective is to promote the country's sustainable, inclusive, resilient and equitable development, underpinned by political stability, diversified and transformative economic growth and institutional strengthening, with a view to improving quality of life, reducing inequalities and social and territorial cohesion. The NDS has been revised for the 2025-2044 period to guide the country's new priorities and challenges, in response to changes in the legal, conjunctural and structural context of the economy, planning and international commitments. In terms of legal aspects, this is to ensure the adjustment of the reforms to the legal framework on the functioning of the State Financial Administration System (SISTAFE), the Decentralization Package and the Sovereign Fund Law. In terms of the national economic situation and structure, to adjust policies and strategies in an integrated and participatory manner, considering, among other factors: Promote gender equality in all spheres of life, including equal access to education, employment and participation in decision-making. Ensure social inclusion and equal opportunities for all groups, especially the most vulnerable, through social protection and empowerment policies. Climate change and vulnerabilities to natural disasters, pose a threat to infrastructure, environmental security and the welfare of the population. In terms of planning, to ensure that the Planning and Budgeting instruments are articulated and aligned with long-term objectives. In terms of international commitments, to ensure that national policies are aligned with international commitments. The NDS has been updated, considering several key factors for the country's development. The current level of development, macroeconomic, sectoral and territorial policies and strategies, as well as socio-economic reforms were considered. The experience gained in development processes at home and in other countries was also considered, as well as Mozambique's bilateral and multilateral development agreements and commitments.
