Uttarakhand Action Plan on Climate Change.

The Uttarakhand Action Plan for Climate Change (UAPCC) is a comprehensive framework developed by the Government of Uttarakhand in alignment with India’s National Action Plan on Climate Change (NAPCC). Uttarakhand is most vulnerable to climate mediated risks with climate change impacts expected to range from reduced genetic diversity of species to erratic rainfall leading to flash floods to glacial melt in the Himalayas, leading to increased flooding that will affect water resources within the next few decades. The climate response strategy envisaged under the UAPCC has key elements such as accelerating inclusive economic growth, promoting sustainable development, securing and diversifying livelihoods, and safeguarding ecosystem services. The strategies are laid down across 12 key sectors: Agriculture, Forests and biodiversity, Animal husbandry, Disaster management, Human health, Urban development, Water resources, Tourism, Energy, Roads, Industries and Transport. Key strategies include mainstreaming climate adaptation into all state development planning; strengthening institutional mechanisms for coordination, governance, and knowledge sharing; promoting sustainable land and water use, agroforestry, organic farming, and climate-resilient crops; enhancing disaster preparedness and early warning systems; investing in research and capacity building, especially in hill agriculture, biodiversity conservation, and glacial monitoring; encouraging public-private partnerships, civil society participation, and gender-inclusive planning; and renewable energy.
