These Guidelines are developed in accordance with the Food Safety Law, the Online Catering Service Food Safety Supervision and Management Measures, the Regulations pf Heilongjiang Province on Food Safety, aiming to prevent food safety risks in the delivery of online catering services, prevent the contamination of catering takeaway food, and ensure food safety. All meals must be sealed with a disposable food-safety seal that irreversibly breaks when opened, using compliant paper, plastic or foil adhesives that meet national standards. Restaurants shall apply seals at package closures; delivery staff and consumers must check integrity and may reject broken seals. Third-party platforms must train riders on sealing rules.
