Government Procurement Act.

This Act is enacted to establish a government procurement system that has fair and open procurement procedures, promotes the efficiency and effectiveness of government procurement operation, and ensures the quality of procurement. It defines procurement types—construction, property, and services—and outlines procedures such as open, selective, and limited tendering. The Act sets rules for supplier qualifications, bid bonds, contract awards, and supervision thresholds, while promoting environmental sustainability and social inclusion. The Act enforces ethical conduct, penalizes procurement fraud, and promotes social inclusion by supporting SMEs and requiring employment of disadvantaged groups. It also regulates contract performance, inspection, acceptance, and sets up oversight mechanisms like CRBGP and procurement control units.
