New Zealand’s second Nationally Determined Contribution (Tā Aotearoa Whai Wāhitanga Whakatau ā-Motu tuarua).

New Zealand’s second NDC sets an ambitious economy‑wide target to reduce net greenhouse gas emissions by 51–55% below gross 2005 levels by 2035. The NDC applies methodological approaches consistent with Intergovernmental Panel on Climate Change (IPCC) and guidelines of the Paris Agreement Conference decisions, ensuring transparent and standardized accounting of anthropogenic greenhouse gas emissions and removals, particularly in the sectors of energy, industrial processes and product use, agriculture, land use, land-use change and forestry (LULUCF) and waste. While aligning with domestic emissions budgets under the Climate Change Response Act 2002, the NDC also allows for international cooperation and the optional use of market mechanisms, maintaining consistency with Paris Agreement reporting requirements. New Zealand’s second NDC was developed with consideration of Māori rights and interests under Te Tiriti o Waitangi, recognizing that climate change disproportionately affects Māori and their climate-sensitive economic sectors, including forestry, agriculture, fisheries, and tourism.
