ASEAN Integrated Food Security (AIFS) Framework and Strategic Plan of Action – Food Security (SPA – FS) (2009-2013).

The AIFS Framework was developed in response to the 2007–2008 food price crisis, which exposed the vulnerability of ASEAN Member States to global supply shocks, climate impacts, rising production costs, and market volatility. Its overarching goal is to ensure long-term food security and improve the livelihoods of farmers through strengthened regional cooperation. The framework outlines key principles grounded in global commitments such as the World Food Summit, ASEAN community-building objectives, and sustainable development goals. It defines food security through four dimensions—availability, accessibility, utilization, and stability—and prioritizes key commodities including rice, maize, soybean, sugar, and cassava. The accompanying Strategic Plan of Action on Food Security (SPA-FS)(2009–2013) operationalizes the framework through six strategic thrusts: strengthening food security arrangements, promoting sustainable food trade, developing integrated information systems, supporting sustainable food production, encouraging investment in agro-industry, and addressing emerging issues such as biofuels and climate change. Actions include improving national stockpile management, enhancing early-warning systems, expanding access to agricultural inputs, developing Good Agricultural Practices, and reducing post-harvest losses. Implementation relies on coordinated ASEAN sectoral bodies, capacity building, and shared financing, with regular monitoring and multi-stakeholder engagement to ensure regional resilience and stability.
