Liaoning Province Wetland Conservation Regulation.

The Regulations, comprising 7 chapters and 42 articles, focus on regulating the management, protection, restoration, utilization, and supervision of wetland resources, addressing prominent issues in protection, and particularly emphasizing the improvement of the provincial-level important wetland protection system. The Regulations clarify the primary responsibility of county-level and above governments for wetland protection and detail the responsibilities of departments such as forestry and grassland, natural resources, and ecological environment, strengthening collaborative protection. They stipulate the classification and protection of wetlands, promoting the inclusion of eligible wetlands into national parks, nature reserves, or natural parks, constructing a multi-level protection network. For distinctive wetlands such as peat bogs and the Liaohe River estuary, the Regulations establish more specific management measures. While strictly protecting wetlands, the Regulations also emphasize scientific and rational utilization, promoting a balance between ecological and economic benefits. Furthermore, the Regulations establish a supervision and inspection and joint law enforcement cooperation mechanism, improve the connection between administrative law enforcement and criminal justice, and clarify legal responsibilities for unauthorized occupation of provincial-level important wetlands and dereliction of duty by relevant department personnel. Legal responsibilities and penalties are specified for violations.
