Government Decision No. HG439/2025 validating the Veterinary Sanitary Norm on animal health regarding the movement and handling of transports of certain species and categories of animals, germinal materials and products of animal origin.

The Government Decision approves the Veterinary Sanitary Norm on animal health related to the movement and handling of consignments of certain species and categories of animals, germinal products and products of animal origin. The Norm establishes the general and specific animal health requirements for entry into, circulation within, and handling in the national territory of terrestrial and aquatic animals, germinal products (semen, oocytes, embryos) and products of animal origin, including detailed definitions, scope and exclusions (e.g. certain pet animals, non food by products, research materials). The Norm sets horizontal conditions for consignments: origin from listed countries or zones, mandatory official certification, operator declarations, time limits for health certificates, and requirements on disease notification systems, surveillance for listed and emerging diseases, prohibition of feeding swill where relevant, and status of disease freedom at country, zone, unit and consignment level. It regulates pre movement residence periods, quarantine, clinical inspections, sampling and laboratory testing, vaccination conditions, and restrictions linked to specific diseases such as foot and mouth disease, bovine tuberculosis, brucellosis, bluetongue, leucose, Aujeszky’s disease, Newcastle disease, avian influenza and various aquatic animal diseases. Specific chapters address terrestrial ungulates (including special rules for equidae and for isolated units), poultry and captive birds (including small consignments and sentinel systems), bees and bumblebees, dogs, cats and ferrets, and aquatic animals, with tailored provisions on identification, transport conditions, containers, vector protection, and post entry movement and isolation. For germinal products, the Norm prescribes authorization and listing of semen collection, processing and storage centres and embryo teams, marking, container sealing, and disease status and testing requirements for donor animals by species. For products of animal origin, it links admissibility to disease status, origin, and application of specified risk mitigation treatments for meat, meat products, membranes, milk, colostrum, dairy products, eggs and egg products, and composite products, using detailed technical annexes on heat treatments and other processes. It also lays down special rules for personal consignments of certain foods, for transit across Moldova, and for return consignments refused by other countries, including documentation, sealing and monitoring obligations. Implementation and control responsibilities are assigned to the National Food Safety Agency, with explicit cross references to existing national veterinary norms on surveillance, eradication programs, status of disease freedom, unit authorization, and non commercial movement of companion animals.
