This Government Decision approves the Methodology for calculating the cost of the integrated environmental permit and the environmental permit, as well as the Nomenclature of services related to their issuance and the corresponding tariffs. The text assigns the Environmental Agency the obligation to apply the tariffs set in Annex No. 2 when issuing integrated environmental permits and environmental permits and entrusts the Ministry of Environment with control over implementation. The document thus operationalizes the cost-recovery and fee-setting framework for environmental permitting procedures linked to industrial emissions regulation. The Methodology defines key concepts such as operational activities, direct and indirect costs, and other operational expenses. It specifies that the cost structure for issuing permits includes direct costs (staff remuneration, mandatory social insurance contributions, materials, third party services, and other direct costs), indirect costs (administrative staff remuneration and contributions, information services, depreciation of low value assets, and other indirect costs), and other operational expenses related to environmental activities and authorization requirements. The Methodology establishes that costs must be determined in accordance with accounting rules and reflected in the Environmental Agency’s accounting policies. The cost of the public service of issuing integrated environmental permits and environmental permits is calculated using a formula that aggregates direct costs, indirect costs, and other operational expenses. Direct costs are further broken down into personnel costs (based on average functional salary, time norms for processing applications, and social insurance contributions), average costs of third party services, materials, and other direct costs per workplace per month. The Methodology links time norms to statutory maximum timeframes for drafting permits under (90 days for integrated permits and 60 days for environmental permits). It also provides that the Government may modify the service cost at the initiative of the Ministry of Environment if direct, indirect, or operational costs increase. A specific rule sets the tariff for re examination, updating, or renewal of permits at 10% of the original issuance tariff. An annex lists the main administrative activities in the permitting procedure, including receipt and examination of applications, consultations and opinions, public participation steps, drafting and updating permits, and publication of decisions. A separate annex sets fixed tariffs: 30,000 lei for an integrated environmental permit, 20,000 lei for an environmental permit, and 10% of these amounts for re examination, updating, or renewal.
