This Decision approves a "Plan of Urgent Solutions" designed to address the European Commission's (EC) "yellow card" warning regarding illegal, unreported, and unregulated (IUU) fishing. The plan establishes a framework of ten key groups of recommendations aimed at bringing Vietnam’s fisheries management into alignment with international standards and regional regulations. The primary focus is on restructuring the legal framework and enhancing enforcement capabilities. The plan mandates the revision of the Law on Fisheries and the creation of guiding decrees that include specific regulations for installing cruise monitoring devices on fishing vessels. It outlines strict administrative and criminal penalties for IUU violations and tasks 28 coastal provinces with preventing local vessels from encroaching on foreign waters. Additionally, the plan emphasizes the modernization of the Monitoring, Control, and Surveillance (MCS) system, including the upgrading of the Movimar satellite system and the integration of national databases for vessel registration and licensing. Furthermore, the document details operational requirements for ports, requiring the reorganization of port management to ensure accurate catch logs and reliable traceability of seafood origins. It encourages international cooperation through the negotiation of "hotline" agreements with neighboring countries—such as Thailand, Indonesia, and Malaysia—and pursues official membership in the Western and Central Pacific Fisheries Commission (WCPFC). The Directorate of Fisheries is assigned the central responsibility for executing, inspecting, and reporting on the progress of these urgent measures to the Minister.
