The Regulations establishes the Lanao del Norte Freshwater Aquaculture Center in the Municipality of Balo-i, Province of Lanao del Norte. They govern the construction, operation, monitoring and eventual transfer of the Centre from the Bureau of Fisheries and Aquatic Resources (BFAR) to the local government unit of Balo-i. The Rules provide for research and experimentation, breeding and propagation of freshwater species, and the dispersal or sale of fry and fingerlings in accordance with applicable fisheries regulations. They establish a Local Advisory Council and a Monitoring Committee to oversee policy guidance, implementation and performance monitoring. The Rules also require training and capacity-building programmes to facilitate the transfer of management and operation of the Centre to the local government. Funding arrangements, technical assistance and monitoring mechanisms are established to support freshwater aquaculture development.
