National Rainwater Harvesting Strategy.

The National Rainwater Harvesting (RWH) Strategy is a sub-sectoral document designed to address a key challenge in the water sector, the limited water security, while contributing to the national vision of “a water-secure Zambia.” Its goal is to promote the sustainable harvesting and use of rainwater to support food security, socio-economic development, environmental protection, and resilience to climate change and variability. To achieve this, the Strategy sets out measures to (i) strengthen the integrated development and management of rainwater harvesting infrastructure for socio-economic benefits; (ii) protect and enhance water-related ecosystems and their services; (iii) reinforce the policy, legal, and institutional framework governing rainwater harvesting. The RWH Strategy encompasses multiple uses of water, namely (i) domestic water supply in urban and rural areas, including institutions such as schools, health centres, and administrative centres; (ii) agriculture, livestock, and fisheries; (iii) water/moisture for sustaining the environment and ecosystems. The strategies to achieve the objectives shall be (i) Enhancing the Management and Development of RWH Infrastructure. This strategy focuses on strengthening rainwater harvesting (RWH) infrastructure to improve water security and support socio-economic development. It promotes the development of RWH systems, including the widespread adoption of rooftop harvesting in both public and private buildings. It also emphasizes improving stormwater collection, storage, and utilization in urban and rural areas, alongside increasing knowledge and awareness of RWH technologies and practices. Enhancing the Management of Water-Related Ecosystems. This strategy aims to protect and improve ecosystems through sustainable rainwater management. It promotes in-situ rainwater harvesting practices, supports the development and implementation of related conservation projects, and prioritizes catchment protection and restoration to maintain ecosystem services and water availability. Strengthening the Policy, Legal, and Institutional Framework for RWH. This strategy focuses on creating an enabling environment for effective rainwater harvesting. It includes strengthening policy and legal frameworks, enhancing institutional arrangements and capacities, and promoting technical expertise. It also highlights the importance of advocacy, education, and communication, the integration of gender and social inclusion, and the mobilization of adequate financing to support RWH initiatives.
