The Strategic Plan for Sustainable Development 2022–2026 (PEDS II) establishes Cabo Verde’s roadmap for accelerating progress toward its national long‑term vision, Ambition 'Ambição' 2030. Its first core objective is to ensure economic recovery, fiscal consolidation, sustainable growth, and diversification, transforming Cabo Verde into a competitive “platform country” positioned in the Mid‑Atlantic. This objective includes strengthening macroeconomic stability, improving the business environment, mobilizing private investment, developing catalytic sectors such as tourism, the blue economy, the digital economy, industry, agriculture, and renewable energy, and reinforcing the country’s integration into regional and global economic systems. The second major objective focuses on social development, driven by investment in human capital, inclusion, mobility, and the eradication of extreme poverty. PEDS II prioritizes universal access to quality education and health services, the expansion of professional training, stronger social protection mechanisms, gender equality, reduced youth exclusion, and improved employment opportunities. Complementing this, the plan also aims to promote territorial cohesion, sustainable urbanization, climate action, and resilience, while protecting biodiversity and geodiversity. These components respond to Cabo Verde’s structural vulnerabilities as a Small Island Developing State (SIDS) and address pressing challenges such as drought, climate shocks, and regional inequalities. Finally, PEDS II pursues the objective of strengthening national sovereignty, democratic governance, and international prestige, while deepening the central role of the Cabo Verdean diaspora. This includes modernization of the State and Public Administration, reinforcing institutions, improving justice, security, and human rights, enhancing the national statistical system, and promoting active participation in regional and global partnerships. Through these four strategic axes—economy, social development, environment/territory, and sovereignty—the plan aspires to position Cabo Verde by 2026 as an advanced democracy with a dynamic, diversified, and digital economy, and as an inclusive nation that provides prosperity for all.
