State Program to support women's leadership until 2030.

The State Program outlines a national strategy aimed at increasing women’s participation in political, public, and economic life. It highlights that although Kyrgyzstan has established equal rights in legislation and introduced mechanisms such as gender quotas, women remain underrepresented in decision making roles across government institutions. Persistent structural barriers, limited leadership training opportunities, and deeply rooted social stereotypes continue to impede the advancement of women in public administration and politics. A detailed assessment of the current situation reveals significant gender imbalances, particularly in senior government and law enforcement positions. Women account for only a small percentage of ministers, deputy ministers, regional and municipal leaders, and heads of state agencies. While certain reforms—such as the introduction of reserved mandates in local councils—have boosted women’s representation at the local level, overall progress remains slow. The Program therefore sets strategic priorities, including immediate measures to strengthen women’s leadership capacities, the formation of a gender balanced reserve of managerial candidates, and the establishment of training systems that prepare women for high level roles. To achieve these goals, the Program introduces quota based mechanisms, leadership development initiatives, scholarship opportunities, and structured pathways for career advancement. Expected results include a steady increase in women’s presence in the managerial reserves and leadership positions, with concrete targets set for 2027 and 2030. Implementation will occur through multi year action plans coordinated by the President of the Kyrgyz Republic, supported by government bodies, local administrations, civil society, and international partners. The Program also identifies key risks—such as political instability, insufficient funding, and cultural resistance—and outlines monitoring and evaluation mechanisms to ensure accountability and adjust strategies as needed.
