Government Decree No. 600 validating the Program for the Protection of Public Health and the Development of the Healthcare System for 2019-2030 A Healthy Person - a Prosperous Country.

The document provides the strategic framework for advancing public health and strengthening healthcare systems. The Program responds to persistent challenges, including high burdens of non communicable diseases, maternal and child mortality, uneven access to care, and financial barriers affecting households. A detailed assessment of the country’s healthcare system highlights structural issues: an overburdened and unevenly distributed workforce, insufficient quality and availability of primary care, outdated infrastructure, inconsistent laboratory and emergency services, and fragmented governance mechanisms. The Program identifies major risk factors—such as tobacco use, excess salt consumption, alcohol intake, and low physical activity—and describes demographic trends, including population growth and ageing. It emphasizes the need for better coordination across government sectors, improved public health surveillance, modernization of healthcare facilities, and expanded digital health systems. The Program promotes monitoring of food safety and quality in retail chains (markets, supermarkets) through regular laboratory testing and subsequent publication of laboratory test reports on the websites of the Ministry of Health and the Ministry of Agriculture and Food Industry. The Program includes the development and approval of a concept for rational and healthy nutrition for the population, including issues of salt iodization and flour fortification. To address these challenges, the Program sets ambitious goals for 2030: raising life expectancy to about 75 years, reducing maternal, infant, and premature mortality, ensuring universal access to high quality primary healthcare, strengthening health financing, and lowering private out of pocket spending. It proposes reforms of public health sector. Implementation is planned in phases with clear indicators to monitor progress, supported by national funding and international development partners.
