Resolution No. 56/2025 approving the Annual Contingency Plan 2025-2026.

This Resolution establishes the Annual Contingency Plan 2025–2026 aimed to strengthen Mozambique’s national capacity to prevent, prepare for, and respond to the impacts of extreme weather events and other hazards, in a context marked by recurrent floods, cyclones, droughts, epidemics, and infrastructural vulnerability. Its main objectives are to ensure a coordinated, multisectoral response framework that protects lives, livelihoods, and critical infrastructure by anticipating seasonal risks derived from climate forecasts, hydrological analysis, agricultural vulnerability, epidemiological trends, and infrastructural fragilities. The plan establishes clear procedures for readiness, rapid response, and early recovery, grounded in risk scenarios. It also emphasizes advance warning, evacuation planning, community‑level preparedness, and the pre‑positioning of essential supplies to enable timely humanitarian action. In addition, the plan seeks to enhance resilience at national and local levels by defining sector‑specific priorities across health, education, agriculture, water and sanitation, energy, transportation, and social protection. Objectives include safeguarding approximately 1.14 million hectares of crops, mitigating disruptions to schools and health services, strengthening early‑warning systems, improving logistical capacity for search‑and‑rescue operations, and addressing the needs of vulnerable groups—particularly displaced populations and communities in high‑risk areas.
