Action Plan for Fish-farming Reproduction 2024-2034.

This Action Plan establishes a framework for the planning, coordination, and implementation of fish‑farming‑based stock enhancement measures in Estonia for the period 2024-2034. It addresses the use of hatchery production and stocking as a means to improve the status and abundance of fish and crayfish stocks, alongside other measures influencing stock condition such as environmental protection and habitat restoration. The Plan sets objectives related to the justification, prioritisation, and long‑term organisation of stock enhancement activities. The Action Plan defines the scope and objectives of fish‑farming‑based reproduction, focusing on the strengthening and restoration of endangered, including protected, and valuable fish species. It specifies that stocking activities are to be planned and carried out on the basis of stock status, biological characteristics, genetic considerations, and the suitability of receiving water bodies. The Plan also provides for the consolidation and clarification of principles related to stocking activities and public awareness of their purpose and application. The document identifies the competent authorities responsible for coordination, implementation, and oversight, including ministries, agencies, and designated public institutions. It provides for cooperation with research institutions, private fish farms, and non‑governmental organisations in the production and supply of stocking material, as well as in research and monitoring activities. The Plan requires periodic reporting and review of implementation results, with updates to be made based on identified outcomes and needs. It includes provisions concerning the management of genetic resources, the use of live gene banks and artificial reproduction, and the application of ex‑situ measures in support of stock restoration. It addresses the need for monitoring and research to assess the effectiveness of stocking activities and to support adaptive planning. The Plan also refers to species‑specific objectives and measures for selected fish and crayfish species, including stock reinforcement, population restoration, and the expansion of distribution ranges where applicable.
