This Decree establishes the Women Entrepreneurship Programme ‘Avança Mulher Empreendedora’ (PAME) in the State of Rio Grande do Sul, with the primary objective of promoting the financial autonomy and economic empowerment of women entrepreneurs, particularly those in vulnerable situations. The programme targets women from disadvantaged communities, those affected by climate disasters, victims of domestic violence, and individuals in temporary shelters, aiming to strengthen their capacity to generate income and participate in economic activities. It also seeks to address broader social challenges, such as inequality and gender‑based violence, by linking entrepreneurship with social inclusion and economic recovery strategies. The Decree further aims to support the development and sustainability of women‑led businesses through a structured set of actions, including awareness‑raising, technical training, professional capacity‑building, networking, access to credit and investment, and ongoing advisory support. Implemented through flexible training pathways and partnerships with public and private actors, the programme promotes skills development, business creation, and access to financial resources. It also aligns with the State’s broader resilience and economic recovery policies, contributing to post‑disaster reconstruction and inclusive development, while fostering long‑term entrepreneurial capabilities among women.
