This Decision establishes requirements governing the operation of agricultural animal markets. It defines such markets as places where buying and selling of agricultural animals is carried out and subjects them to veterinary state control. It regulates the conditions under which markets operate, including the obligation of operators to notify the competent authority, the types of goods that may be sold within markets, and prohibitions on the sale of food products and industrial goods in such premises. The Annex sets out requirements for the construction, equipment and functioning of agricultural animal markets, including conditions relating to facilities, access, sanitation systems, and necessary infrastructure. It further establishes rules on the transport, entry and sale of animals, including the requirement for veterinary certificates, identification and registration of animals, and compliance with specified conditions for transport vehicles. The text also regulates veterinary control measures, including mandatory inspection of animals, maintenance of records, updating of ownership data in an electronic system, and the presence of a veterinarian responsible for supervision and verification within the market.
