Pakistan’s National Tariff Policy 2019–24 establishes a reform framework for restructuring the tariff regime to enhance industrial competitiveness and export growth. The Policy aims to enhance manufacturing and export competitiveness by rationalising tariffs to enable duty‑free access to raw materials, while attracting investment and employment through a transparent and predictable tariff regime. It also seeks to reduce price distortions and improve consumer welfare by limiting excessive protection, and to eliminate structural anomalies in the tariff system affecting sectors and value chains. The policy establishes that tariffs should be used primarily as a trade policy instrument—balancing liberalisation with time‑bound protection—while simplifying the tariff structure and maintaining a cascading system where inputs are taxed less than finished goods. It further provides for temporary strategic protection of nascent industries and promotes competitive import substitution by leveraging the domestic market, with all protections phased out to ensure long‑term export competitiveness.
