This Recommendation introduces a strengthened and updated compliance mechanism for the GFCM and replaces the older compliance scheme by making amendments in Recommendations GFCM/46/2023/22 and GFCM/46/2023/23 and repealing Recommendation GFCM/38/2014/2. It amends Paragraphs 2 and 6 and Annex 3 of Recommendation GFCM/46/2023/22 as regards the implementation of measures relevant to categories B and C under Annex 3 as of 2028 and appropriate measures addressing each individual case of non-compliance depending on its type and level of severity, as described in Annex 2 and Annex 3. It inserts a new paragraph 8 bis to Recommendation GFCM/46/2023/22 regarding the presentation in 2026 to the contracting parties and cooperating non-contracting parties (CPCs) detailing the implementation of these measures, with a view to facilitating their implementation. This Recommendation amends Paragraph 1 of Recommendation GFCM/46/2023/23 as follows: 'The provisions of the present recommendation shall be fully implemented as of the entry into force of this recommendation'.
