The State Program lays down measures for the purposes of improving the national legislative framework, boosting economic development for the implementation of employment policy, developing regional labour markets, opening new jobs, ensuring effective employment of the population, improving the quality and competitiveness of the labour force in the labor market, and strengthening social protection of unemployed citizens and socially vulnerable groups. The objectives of the State Program are as follows: (I) to implement macroeconomic policy to achieve economic development and effective employment; (II) to create favourable conditions for the rapid development of a competitive non-oil sector; (III) to take measures to achieve effective employment and increase labor productivity; (IV) to increase competitiveness among entrepreneurs at the global scale; (V) to improve financial and credit policy for the development of small and medium-sized enterprises and stimulate the application of new technologies and the production from local raw materials; (VI) to improve labour market and create an institutional environment that stimulates employment; (VII) develop insurance system; (VIII) to update the national legislative framework in accordance with international legal norms in the field of employment; (IX) to create financial infrastructure in the regions for the development of peasants, family farms, cooperatives, and small enterprises; (X) to improve the quality of the workforce through vocational training and advanced training network; (XI) to create employment opportunities for socially vulnerable groups; (XII) to ensure gender equality in the field of employment and increase the competitiveness of women in the labour market; and (XIII) to strengthen the social assistance system and its coordination with minimum living standards.
