The Law “On hydrometeorological activity” establishes the legal, economic, social, and organizational framework governing hydrometeorological activities and defines the status of the national hydrometeorological service. It outlines key concepts such as hydrometeorological observations, forecasting, and information systems, emphasizing the collection, analysis, and dissemination of data on atmospheric conditions, climate, and environmental pollution. The Law distinguishes between general-use information, which is publicly available, urgent warnings on hazardous phenomena, and specialized paid services tailored to specific users. The Law sets out the principles of state policy in this field, including state regulation, environmental security, continuity and reliability of observations, and the integration of national and international cooperation. It defines the roles and competencies of central executive authorities, which are responsible for policy formation, implementation, data collection, forecasting, and ensuring access to hydrometeorological information. Local authorities support these functions by facilitating infrastructure, providing land and facilities, and assisting in information dissemination. The system includes nationwide observation networks, data archives, and standardized measurement requirements to ensure consistency and scientific accuracy. Furthermore, the Law regulates hydrometeorological services and operations, providing that general information for public authorities and citizens is free, while specialized services are offered on a contractual paid basis. It establishes state control and supervision mechanisms, rules for data registration and storage, funding provisions from the state budget and additional sources, and guidelines for international cooperation. The Law also defines liability for violations, including damage to observation systems, dissemination of false data, or interference with operations, and provides legal and social protection for employees of the national hydrometeorological service.
