Law No. 14.878 creating the State Health Surveillance Code.

This Law establishes the State Health Surveillance Code of Bahia, providing a comprehensive legal framework for the promotion and protection of public health, disease prevention, health-risk control, and the organization of health surveillance activities within the state. The law defines the responsibilities of state and municipal authorities, health institutions, economic operators, and citizens in safeguarding public health. It regulates the exercise of sanitary authority and public health powers, while integrating the various components of health surveillance, including epidemiological, sanitary, environmental, occupational, and laboratory surveillance, with the aim of strengthening health governance and ensuring coordinated responses to public health risks. The Code further establishes rules and procedures for disease notification, epidemiological investigation, immunization, health monitoring, sanitary control of establishments, products, services, food, and environments that may affect human health. It also provides mechanisms for preventing and managing public health emergencies, sets out administrative procedures for inspections and enforcement, and establishes a system of sanitary infractions and penalties to ensure compliance with health regulations. Through these measures, the law seeks to enhance public health protection, reduce health risks, improve surveillance capacity, and ensure a transparent and effective system for responding to present and emerging health challenges in the State of Bahia. The Law also deals with the environmental sector through its provisions on environmental health surveillance, by integrating environmental factors into health protection by addressing the monitoring, assessment, and control of environmental risks that may affect human health. These include risks associated with water quality, sanitation, waste management, pollution, vectors of disease, and other environmental determinants of health. In addition, the Code regulates the sanitary control of food, food-related establishments, and activities that may pose risks to human health. Its provisions on health surveillance cover the inspection, monitoring, and control of foods and food-handling processes as part of the broader sanitary surveillance system established by the law. The objective is to prevent health risks associated with the production, processing, storage, distribution, commercialization, and consumption of food.
