This Act establishes the Danish Climate Forest Fund as an independent administrative entity within the state administration, with the purpose of promoting and financing cost-effective afforestation, forest-edge establishment and withdrawal of low-lying soils, primarily in the LULUCF sector, in order to achieve net reductions in greenhouse-gas emissions and support Denmark’s climate targets. It authorises an initial state capital contribution of DKK 100 million and allows the Fund to receive donations, earmarked contributions and co-financing from public and private actors. The Act regulates the Fund’s activities, including support for afforestation and lowland projects, demonstration projects, cooperation between investors and landowners, compensation to landowners, payment of project costs and sale of CO₂ units. It also sets rules on annual application rounds, project descriptions, monitoring and third-party verification of climate effects, registration of net emission reductions, possible biodiversity, environmental, drinking-water, outdoor-recreation and cultural-heritage synergies, governance by a board and advisory committee, secretariat functions, access and control powers, withdrawal and repayment of support, ministerial supervision, possible dissolution of the Fund, and territorial scope.
