This Order establishes a grant scheme for afforestation on agricultural land, with the purpose of reducing Denmark’s CO₂ emissions in the national climate accounts while also supporting nature and environmental objectives. Grants may be awarded to private and public landowners, subject to EU State aid rules, for projects that create forest on at least 1 hectare of contiguous agricultural land and can be made subject to forest-reserve obligations under the Forest Act. Applications are submitted digitally and are prioritised first for areas with particularly high nitrogen-reduction needs, while other projects are ranked by criteria such as nitrogen-reduction needs, drinking-water interests, project size, connection to existing protected forest, untouched forest, natural regeneration, forest grazing and restoration of natural hydrology. The Order sets grant rates of DKK 75,500 per hectare for afforestation and an additional DKK 15,000 per hectare for areas designated as untouched forest, and lays down project criteria, required documentation, completion deadlines, maintenance obligations, restrictions on pesticides, fertilisers, short-rotation coppice, Christmas trees and energy plantations, special land-registration obligations for untouched forest, procedures for project amendments and transfer of commitments, notification rules for biodiversity-promoting activities, and repayment of grants where conditions are not met.
