The Parties recognize their shared expertise in the development of sugar markets and the strategic importance of the agro-industrial sector, particularly the sugar beet industry. The memorandum aims to promote favorable conditions for the sustainable development of the sugar market through cooperation based on mutual respect, openness, equality, and mutual benefit. Key areas of cooperation include monitoring and analyzing sugar market trends, enhancing the export potential of sugar and sugar-containing products produced in the Eurasian Economic Union member states, and developing recommendations for the adoption of resource-efficient technologies and scientific innovations in the sugar beet sector. The memorandum provides that cooperation will be implemented through the exchange of information and experience, consultations, seminars, joint meetings, conferences, round tables, and the preparation of joint reports and analytical materials. Information exchange is limited to data that may be legally shared under the applicable international agreements and national legislation of the parties’ member states. The document also specifies that arrangements regarding the organization, procedures, and financing of any joint activities will be determined separately on a case-by-case basis. Implementation issues are to be resolved through consultations, and information exchanges may take place in both Russian and English. The memorandum explicitly states that it is not an international treaty and does not create legally binding financial or legal obligations for either party. Amendments may be made through jointly agreed protocols that form an integral part of the memorandum. Either party may terminate its application by providing written notification to the other party, with termination taking effect upon receipt of that notice. In cases of discrepancies between language versions, the English text prevails.
