This Decree No. 47/2025/ND-CP regulates authority and procedures for establishing all-people ownership and disposing of assets. It covers confiscated, ownerless and abandoned property, estates without heirs, customs-held goods, voluntary and project transfers, and buried or submerged assets. The Decree assigns responsible agencies and establishes valuation, approval, custody and cost-recovery procedures. Disposal methods include transfer to authorities, allocation for public use, payment into the state budget, auction or direct sale, liquidation and destruction. It requires transparency and timely handling of perishable or hazardous goods. The Decree also requires confiscated CITES-listed wildlife, protected forest species and endangered aquatic specimens to be transferred to parks, reserves, rescue, conservation, research or education facilities. Timber may support identification databases or public uses; foreign-origin protected specimens may be returned to the source or exporting country. Unusable, unsafe or prohibited animals, plants, aquatic products and forest products must be destroyed, while care and rescue costs may be reimbursed.
