This Law establishes the State Basic Sanitation Policy (PESB) of Maranhão and provides the legal framework for cooperation between the State and municipalities in the management of basic sanitation services. Its main objectives are to guarantee the right of all citizens to a healthy environment, promote the universalization of access to sanitation services, and ensure that water supply, sanitation, solid waste management, and urban stormwater management services are properly planned, regulated, monitored, and subject to social control. The law defines the principles governing sanitation policy, including universal access, environmental sustainability, service quality, transparency, social participation, and priority attention to low-income and rural populations. It also seeks to integrate sanitation actions with public health, environmental protection, poverty reduction, and regional development policies. The law further aims to strengthen institutional coordination and improve the efficiency of sanitation governance through the creation of the State Basic Sanitation System, the State Sanitation Council, and the State Sanitation Information System (SEIS). It establishes mechanisms for technical and financial support to municipalities in preparing sanitation plans, encourages regional planning and intergovernmental cooperation, and regulates the use of cooperation agreements and program contracts for the joint provision of sanitation services. In addition, the legislation promotes transparency, user rights, public participation, and the collection of reliable information for planning and monitoring purposes, with the overall goal of expanding access to essential sanitation services and improving environmental health conditions throughout the State of Maranhão.
