This Order aims to implement the institutional reorganization of Cape Verde’s agrarian reform system following the abolition of the Agrarian Reform Commissions. Its main objective is to redistribute the non-judicial functions previously exercised by those commissions among the services of the Ministry of Fisheries, Agriculture and Rural Development, particularly the Directorate-General for Agriculture, Forestry and Livestock. The regulation establishes administrative responsibilities for matters such as expropriation procedures, the granting, loss or declaration of beneficial possession rights, the conversion of sharecropping arrangements, and the processing of declarations and communications required under agrarian reform legislation. A further objective of the regulation is to ensure the continued implementation and administration of agrarian reform policies through a clear allocation of responsibilities within the Ministry. It authorizes the competent department to manage land subdivision and parcel exchanges, receive and process rural lease and sharecropping contracts, issue documents required under agrarian legislation, and undertake other functions assigned by law or by the Minister. By clarifying institutional competencies and administrative procedures, the regulation seeks to improve the management of agricultural land, support the implementation of agrarian reform measures, and strengthen the efficiency of public administration in the rural sector.
