Order No. 493 on zero-emission zones.

This Order establishes the legal framework under which Danish municipalities may create, expand, reduce or abolish zero-emission zones, i.e. areas where access is restricted to zero-emission vehicles such as battery-electric and hydrogen fuel-cell vehicles. The regulation sets conditions for the designation of such zones, including requirements for public consultation, environmental and traffic impact assessments, consideration of effects on residents and businesses, and oversight by the Danish Environmental Protection Agency. It also provides rules on exemptions and temporary dispensations, including for disability vehicles, certain medical transport services, lift-equipped taxis, residents living within a zero-emission zone, and emergency professional operations. The Order further specifies implementation timelines, procedural safeguards and appeal rules, with the overall objective of enabling local authorities to reduce transport-related emissions, noise and climate impacts in urban areas while balancing accessibility and economic considerations.
