This policy document establishes a national training program (2025–2030) to cultivate multi-skilled health leaders across China's medical, public health, and administrative sectors. Developed to strengthen national emergency response and decision-making capabilities, the initiative will initially train 355 national and provincial professionals from 2025 to 2027 before expanding to roughly 10,000 municipal and county-level professionals by 2030. The year-long curriculum combines theoretical instruction, cross-departmental rotations, field investigations, case simulations, and potential international exchanges. Divided into two six-month phases, trainees acquire practical expertise in infectious disease management, public health surveillance, outbreak investigation, and public health governance.
