This Irrigation Policy provides for a national framework for developing and managing irrigation systems in Nepal, to improve agricultural productivity, ensure food security, and support sustainable economic growth. It recognizes irrigation as a key driver of agricultural development and aims to provide reliable, year-round irrigation services by making effective use of both surface and groundwater resources. The policy emphasizes expanding irrigation coverage, modernizing existing infrastructure, and promoting efficient water management. It encourages the development of reservoir-based irrigation, inter-basin water transfer where feasible, conjunctive use of surface and groundwater, and the adoption of modern irrigation technologies. It also promotes farmer participation through Water Users' Associations, decentralization of irrigation management, and greater involvement of local governments, private sector, and communities in planning, operation, and maintenance.
