This National 15th Five-Year Plan for Addressing Climate Change is a cross-sectoral plan covering the perid of 2026-2030. The national plan sets out China’s strategic approach for mitigating and adapting to climate change, achieving carbon peaking and fulfilling its 2030 nationally determined contribution. It targets a 17% reduction in carbon dioxide emissions per unit of GDP from 2025 levels and seeks to strengthen climate resilience, green development and participation in global climate governance. The Plan articulates overarching principles, including coordinated mitigation and adaptation, technological and institutional innovation, and integration of climate action with pollution control, ecological restoration and green economic transformation. The plan prescribes a set of mitigation and market measures: a dual control system for total emissions and carbon intensity; acceleration of a new energy system emphasizing non-fossil energy and renewables; measures to peak coal and oil consumption; expansion and strengthening of the national carbon emissions trading market and voluntary net reduction trading; development of product carbon footprint systems and a national greenhouse gas emission factor database; and promotion of green industries, zero-carbon facilities and low-carbon transport. On adaptation and governance, the Plan mandates a full-chain adaptation work system, climate risk assessment and early warning capabilities, resilient infrastructure and urban measures, ecosystem-based adaptation and enhancement of carbon sinks (forestry and land greening). It calls for enhanced legal, statistical and standards frameworks, financial and fiscal support, technology R&D and public engagement, and transparent reporting under the UNFCCC and Paris Agreement, international cooperation including South–South initiatives.
