The Timor-Leste’s Nationally Determined Contribution (NDC) 3.0, 2026–2035 sets out the country’s strategy to address climate change while promoting sustainable development, poverty reduction and resilience. As a Small Island Developing State and Least Developed Country highly vulnerable to climate impacts, Timor-Leste aims to strengthen climate risk governance, support nature-positive economic growth, advance low-carbon development and build resilience across key sectors. The NDC seeks to integrate climate considerations into national planning and decision-making, enhance biodiversity conservation, protect forests and coastal ecosystems, expand renewable energy, promote sustainable agriculture, fisheries and aquaculture, and strengthen food and water security. A central objective is to improve the country’s capacity to adapt to climate change while pursuing a just transition that generates sustainable livelihoods, supports vulnerable populations, and aligns climate action with broader social and economic development goals. The NDC is structured around five pillars: Climate Risk Governance, Nature-Positive Growth and Transition, Low-Carbon Development, Adaptation and Resilience Building, and Loss and Damage. Through these pillars, Timor-Leste seeks to expand climate-smart agriculture, sustainable forestry, blue economy initiatives, renewable energy and circular economy approaches, while strengthening health systems, water management, climate-resilient infrastructure and disaster preparedness. A new emphasis is placed on addressing loss and damage caused by extreme weather events and sea-level rise through early warning systems, risk assessments, social protection measures and planning for climate-induced displacement. The policy also promotes gender equality, social inclusion, youth participation, education, capacity-building and access to climate finance, with the overall aim of enhancing resilience, safeguarding livelihoods and ecosystems, and supporting a sustainable low-carbon future through 2035.
