This Act amends the Resource Management Act 1991 by reforming the procedures for developing national environmental standards and national policy statements, while modifying the operation of selected provisions of the National Policy Statement for Freshwater Management 2020 (NPSFM) and the National Policy Statement for Indigenous Biodiversity 2023 (NPSIB). It establishes a revised process for national direction instruments, including requirements for public submissions, evaluation reports, recommendations, consultation with iwi authorities, and publication of decisions. The Act suspends specified provisions of the NPSIB 2023 for a three-year period, limits the application of certain NPSFM 2020 provisions in resource consent processes, and provides for exemptions and repeal mechanisms through Orders in Council. It also introduces amendments relating to freshwater management, intensive winter grazing, stock exclusion, mineral extraction activities, and associated secondary legislation. The Act includes transitional and retrospective provisions, public notification requirements, and implementation measures affecting local authorities and consent authorities.
