This Law establishes the Environmental Regularisation Programme of the State of Piauí (PRA-Piauí). Its main objective is to promote the environmental regularisation of rural properties and holdings that have environmental liabilities related to Permanent Preservation Areas (APPs), Legal Reserves (RLs) and Restricted Use Areas, in accordance with Brazil’s Forest Code. The programme seeks to ensure compliance with environmental legislation while encouraging the conservation and restoration of forests, biodiversity, soil resources and water resources. It also aims to increase carbon stocks, reduce carbon emissions, support forest restoration linked to sustainable productive activities, and foster sustainable agricultural and land-use systems. The law creates a comprehensive framework for environmental compliance through instruments such as the Rural Environmental Registry (CAR), Environmental Commitment Agreements, restoration plans (PRADA), Legal Reserve compensation mechanisms and environmental monitoring systems. It establishes procedures for the recovery or compensation of degraded areas, encourages the use of agroforestry systems and other sustainable land-management practices, and provides incentives, technical assistance and potential economic support to facilitate environmental restoration, particularly for small family farms. The legislation also strengthens environmental monitoring and accountability while integrating environmental, agricultural and water-resource policies to promote sustainable rural development and the long-term protection of natural ecosystems in the State of Piauí.
