National Strategy for Financial Inclusion (2025-30).

This strategy for financial inclusion (Strategy), prepared by the Reserve Bank of India, builds on the progress made under the 2019-24 strategy. The earlier period significantly expanded financial access through bank accounts, banking outlets, Business Correspondents (BCs), digital payments, insurance and pension schemes, while also strengthening financial literacy and consumer-protection mechanisms. The new strategy therefore shifts the focus from merely providing access to ensuring that people can effectively and safely use a wider range of formal financial services in ways that improve their economic wellbeing. The vision for 2025-30 is an inclusive financial ecosystem focused on people's wellbeing, rather than financial access as an end in itself. The strategy is also aligned with the UN 2030 Sustainable Development Agenda and its principle of Leave No One Behind. The Strategy is organised around five strategic objectives (Panch-Jyoti) and 47 action points. These focus on strengthening and standardising last-mile services and expanding digital payments and digital credit; adopting gender-sensitive approaches, increasing women's participation and developing differentiated products for vulnerable groups; linking financial inclusion more closely with skills, livelihoods, entrepreneurship and access to credit; strengthening targeted financial and digital literacy, including responsible borrowing and financial planning; and improving customer protection through simpler grievance mechanisms, stronger safeguards against cyber fraud and unfair digital practices. It also calls for more granular monitoring through district, gender and age disaggregated data, regular consumer surveys and a broader regional Financial Inclusion Index. The implementation is shared among RBI, securities regulatory, other government institutions and regulated financial-service providers.
