This Administrative Order of the Department of Environment and Natural Resources establishes the rules and regulations governing Sustainable Forest Land Management Agreements (SFLMAs). It aims to promote the sustainable management and development of forest lands, enhance environmental protection and climate resilience, support sustainable livelihoods and employment, and improve the socio-economic conditions of local and indigenous communities through equitable access to forest resources. The Order defines the scope and objectives of SFLMAs, identifies eligible management strategies and applicants, and sets out requirements relating to management plans, technical and financial capability, environmental compliance, tenure duration, fees, incentives, and the rights and obligations of agreement holders. The Order further prescribes procedures for the application, approval, renewal, conversion, monitoring, suspension, and cancellation of SFLMAs, and establishes mechanisms for performance evaluation, reporting, geospatial monitoring, and information management. It includes transitional provisions for existing tenure arrangements, mandates periodic policy review, and repeals inconsistent forestry administrative issuances.
