Resolution No. 17/2026 establishing the Multisectoral Technical Commission for Coordinating the Implementation of Digital Transformation (CTD).

This Resolution establishes the Multisectoral Technical Commission for the Coordination of Digital Transformation Implementation (CTD) in Mozambique. Its primary objective is to strengthen interinstitutional coordination for the modernisation of public administration and the digital transformation of the State, while ensuring the integration and interoperability of digital services across the public sector. The Resolution creates the CTD as a technical coordination body responsible for supporting the modernisation, integration and digitalisation of government institutions. The Resolution assigns the CTD the mission of preparing a National Digital Transformation Plan based on an assessment of existing digital infrastructure, systems, processes, legal frameworks, and human resource capacities. It is also tasked with coordinating the implementation of digital transformation initiatives, identifying redundancies in technological systems, promoting interoperability between public and private sector platforms and databases, defining sectoral priorities, and developing a national digital transformation roadmap with targets, timelines, and performance indicators. The Commission is composed of representatives from government institutions and experts, operates under the leadership of the minister responsible for digital transformation, and is established for an initial period of four years, renewable by decision of the Council of Ministers.
