This Executive Decree establishes the Public-Private Partnership Project Preparation Mechanism (MPP) under the supervision of the Ministry of Planning. The decree aims to strengthen the preparation of Public-Private Partnership (PPP) projects by creating a specialised technical unit responsible for supporting the design, assessment, structuring, negotiation and contracting of PPP initiatives. Its main objectives are to ensure the technical quality and legal compliance of PPP projects, mobilise and manage financial resources for preparatory studies, promote institutional capacity-building and knowledge transfer, mitigate fiscal and contractual risks, and foster transparency, integrity and good governance in PPP development. The decree further establishes the organisational, financial and operational framework of the MPP, including its coordination by the Ministry of Planning, financing through the Economic Diversification and Employment Creation Acceleration Project (PAD5296), and mechanisms for cost recovery to enhance financial sustainability. It requires the use of a digital platform for the submission, evaluation and monitoring of PPP projects, ensuring interoperability, document management and process oversight. The decree also provides for periodic audits, public disclosure of non-confidential information, and strict confidentiality obligations for personnel and contractors, thereby creating an institutional mechanism intended to improve the efficiency, transparency and bankability of PPP projects in Angola.
