This document sets out the Implementing Rules and Regulations (IRR) of Republic Act No. 10948, which establishes a Multi-Species Marine Hatchery (MSMH) in the Municipality of Guinayangan, Province of Quezon. The IRR designates the Department of Agriculture, through the Bureau of Fisheries and Aquatic Resources (DA-BFAR) Regional Fisheries Office IV-A, as the authority responsible for supervising the hatchery's construction, funding its initial operation, and implementing training and capacity-building programmes for local government personnel. It provides for the transfer of the hatchery's operation and management to the Local Government Unit (LGU) of Guinayangan within two years after construction and commissioning through a memorandum of agreement, and requires the LGU to establish staffing positions and allocate funds for the facility's continued operation. The Regulations further establish monitoring and reporting mechanisms, require hatchery revenues to be deposited in a dedicated trust fund for fisheries development and hatchery operations, authorize the issuance of implementing circulars, and provide for amendments, separability, and effectivity provisions.
