This Order establishes the national framework for granting support under the Programmes of Action in Sensitive Areas component of Portugal’s Strategic Plan for the Common Agricultural Policy (PEPAC Portugal). Its principal objective is to promote environmentally sustainable agriculture and biodiversity conservation through targeted financial assistance for farmers and land managers operating in environmentally sensitive areas. The measure implements a range of interventions, including agro-environmental zonal plans, results-based management of montado ecosystems, integrated management of critical areas, and protection measures for species of conservation concern. It seeks to contribute to the objectives of the Common Agricultural Policy by supporting sustainable land management, climate action, habitat conservation and the protection of ecosystems included in the Natura 2000 network. The Order further establishes eligibility criteria, environmental commitments, payment mechanisms and monitoring requirements for beneficiaries. It provides specific support schemes aimed at conserving traditional agricultural landscapes, maintaining biodiversity-rich farming systems, protecting endangered species such as the Iberian wolf, Iberian lynx, birds of prey and wetland birds, and preserving ecologically valuable habitats and forest systems. Through multiannual commitments and results-based approaches, the measure encourages agricultural and forestry practices that enhance biodiversity, improve ecosystem services, promote climate resilience and ensure the sustainable management of rural landscapes and natural resources.
