The National Livestock Policy (2026) establishes a framework for the sustainable development and management of Sri Lanka's livestock sector, aiming to create a modern, productive, climate-resilient and environmentally sustainable livestock industry. The policy addresses major sectoral challenges including climate change, feed insecurity, emerging animal diseases, market volatility, weak value chains, limited technological adoption and insufficient private investment, while promoting alignment with national development priorities and international sustainability commitments. It sets policy objectives relating to livestock production, food safety and quality, animal genetic resources, climate resilience, animal health and welfare, biosecurity, One Health integration, digitalization, traceability, research, innovation and human resource development. Key measures include promotion of climate-smart livestock production, feed resource development, disease surveillance and veterinary public health systems, establishment of an Animal Identification and Traceability System (AITS), conservation and improvement of genetic resources, adoption of digital information systems, and support for investment, finance and public-private partnerships. Implementation is structured around ten policy priority pillars and supported by institutional coordination mechanisms, monitoring and evaluation systems, research partnerships, strengthened infrastructure and extension services, with participation from government agencies, private-sector actors, farmer organizations and research institutions.
