The National Framework and Action Plan for Locally Led Adaptation (LLA) in Bangladesh establishes a national approach for promoting decentralised, participatory and inclusive climate change adaptation, aligned with other climate policy instruments. The framework seeks to strengthen the role of local government institutions, communities and vulnerable groups in the planning, implementation and monitoring of adaptation measures, while promoting gender equality, social inclusion and the use of local knowledge. Key actions include the development of policy and legislative guidance, establishment of climate-responsive budgeting mechanisms, strengthening of institutional capacities, integration of adaptation into local development planning, and creation of monitoring, evaluation and learning systems. The action plan provides for pilot implementation in selected local government areas, capacity-building programmes, climate finance mechanisms, grievance and redress procedures, and engagement of the private sector in adaptation investments. Implementation responsibilities are assigned to national and local institutions, with emphasis on predictable financing, cross-sectoral coordination, nature-based solutions, knowledge sharing and the gradual scaling-up of locally led adaptation across Bangladesh.
